I need a CB and thought that a 10 meter ham rig may kill 2 birds with 1 stone. Does anyone do this and if so how much problem would it be. What 10 meter rig at around $250 would work. Would I be able to get by with the CB antenna installed on my Monaco.
Any help would be appreciated.

While it is VERY easy to get most 10Mtr single band rigs to operate on 11Mtrs, there is a slight problem with legality, read up on type approval, the FCC have started to bounce people for using these radios.
This is because of the ease of modification BACK to 11mtrs, the radios in question are realy multiband/multimode CBs, set to 10 Mtrs in an effort to get around rules and regulations, look at them since when does an Amateur/Ham need a roger beep, echo and talkback on a 10 mtr radio..
Get two seperate radios and keep the law of your back.
