can antennaes cause interfrence in neighbors phone lines or cable lines?

This really depends on the frequency you are using as well as the power output. HF is known well for the RFI problems that it causes to TV, radios, etc. VHF/UHF not so much, but it is still possible. The antenna has nothing to do with it, it is the bands. power you are using.

Do you have a specific case or just plain wondering?
